I would imagine most people with the necessary experience, see how the dominoes will fall, and don't want their name attached to the outcome. So best case are people willing to fall on that sword, for country, and try to minimize the damage. Worse case is someone woefully unprepared/qualified.
I would bet that Reince Preibus is gonna be Chief of Staff. No way the establishment goes for Bannon. I've gotta say I think it's such beautiful irony that Trump was elected because "he is an outsider" but, because he is an outsider and doesn't know how the game is played, he is going to fill his cabinet and staff positions with establishment people who can run things for him. Congrats Trump supporters, way to think this thing through.
