For sure, they manage the jobs, but everything else is sub-contracted. Reality is that from what I have seen in WDW the work requires very skilled labor and they are not likely to work for free. Disney puts the work out for bids and outside companies bid on it and the low bid gets the work, but one thing that is bigger than Disney are some of the labor unions that these folks belong too. It is still cheaper than maintaining a staff of skilled construction workers and paying for all the "extra" expenses that go with that labor. My guess would be that the outside labor does a whole lot better then the actual Disney employee's.

I worked for a large construction company that, as you would expect a construction company to do, owned all their own equipment, all workers, skilled or unskilled, worker for us and we planned and managed all construction projects. All of a sudden someone decided that they could do better just managing projects, so they sold off all the equipment and let workers go (don't worry most of them found work right away with the sub-contractors) and now do nothing but manage projects. They bid on jobs just like they always did, but are now just the face. Everything else is subbed out. Disney is an entertainment business. The primary roll of Imagineers besides conceptual is to make sure the projects end up how they were intended, not worrying about why there is low oil pressure in a bulldozer.
