Pal Mickey???

I was at WDW in October and bought the Pal Mickey he entertained me and all those that were with me the entire trip! I didnt know and was wondering if he works at Disneyland too? as you walk around WDW. he talks abut something related to the ride / park .. I have heard he laughs or something when he has something to say!..
I am not sure what he does!
BUT he DOES interact with sencers in the park.
