I was going to guess Hightower Hotel but I'm not very confident in that. And now that I see your response to Doobie I'm even less confident.
The style looks more like something from an earlier era, so I would guess it's somewhere in TDL, not TDS. The top left looks like the edge of a staircase, but I can't think of where it would be. Based on the theme, is it somewhere in Westernland?
Color scheme seems more like Adventureland. I would guess this is from the queue of Pirates of the Caribbean.
@FerretAfros - a good guess but nope. @NGrey, you're the winner! It is indeed from the spill-off queue in Pirates. Since I rarely even get to go through that line I felt compelled to take a pic. Well played!
Is that inside the Great American Waffle Company in World Bazaar? I've never been inside, but it seems like a logical place for all those waffle irons
Well played Ferret! You guessed correctly. Fun side-note, since the waffle restaurant is on the side of World Bazaar, and Pirates is just on the edge of Adventureland, the two pics above were shot just about 10-15 paces or so from each other.

Is that part of the annual(?) parade that the city does, that TDR participates in? I vaguely remember seeing something about that a while back, similar to the Halloween parade in Anaheim that Disney occasionally gets involved with
It's not annual, but you're mostly correct. However, there is a particular connection to the TDR in this picture. Anyone care to guess what that might be? Spoiler: Here's a hint It's opening next month.
