Has anyone parked at the ARTIC for a one day trip to DLR? Is there ample parking and is there a fee? Is it safe? Was the distance to DLR long? It looks like ART will charge $12 for a day pass for 2 adults and 1 child. Would it be cheaper to Uber?

I'm pretty sure there's also an OCTA bus that runs along Katella, with a stop near Harbor Blvd and a stop at ARTIC. Given the infrequency of the ART buses, the OCTA bus may very well be faster, and likely cheaper

That said, I think your best bet is probably to just take a taxi or rideshare. Especially with three people it won't be that much more expensive, and it would give you a lot more flexibility. Realistically your time in the park costs more per minute than the extra cost, so I think it's worth it to save as much time as possible

From what I've read is ARTIC is free. Does it fill up fast?

I've never parked there myself, but I can't imagine it fills up. I think there's a medium-sized lot in front of the ARTIC terminal building, which could potentially fill up. However, there is additional parking on the south/west side of the train platforms, which is essentially just the Angel Stadium parking lot; I don't think there's any dividers from the thousands of spaces in the rest of the lot, but I haven't checked it out that closely. Obviously if you're there on the day of a baseball game (especially later in the day), there may be a variety of parking restrictions/fees.
