Given that they've had the Halloween and Christmas parties for decades without any impact on the parade schedule, it seems unlikely that's a deciding factor to me. Maybe someone finally realized that 3:00pm is prime thunderstorm/high heat time in Florida, and it would do them some good to start earlier

I also have to wonder if maybe they're shifting it up to allow a second performance of the parade later in the afternoon. Due to backstage requirements, DL almost always performs a parade twice daily, but it seems like MK only does double performances of nighttime parades for whatever reason. Since they won't have a nighttime parade for the foreseeable future, it might make sense to have an additional run of the daytime one

I also think it's interesting how the "3 o'clock parade" became a running "joke" (not that it was ever funny) in WDW. DL's parade schedule constantly shifts with the seasons, crowds, and other major entertainment, while MK's has pretty much been set in stone since opening day. Maybe somebody finally came along who was willing to ask why things were being done a certain way, and if there might be a better way to do them

"What time is the 3:00 Parade?"
Depends on where you are along the route, and how fast it moves, I suppose. "Sometime between 3:00 and Heat Death of the Universe."
