Does it still open @ 11:00 even though the rest of the park opens at 9:00?

Yes, but some things are open before then. The Norway pavilion, including the Frozen Ever After ride and princess breakfast at Akershus restaurant (and possibly the meet & greet?), open early, as does the bakery in the back of the France pavilion. The other areas don't open until 11, but it seems like every few years more and more of it opens early; hopefully one day in the not-so-distant future, they'll have both parts of the park open all day

Oh, that's good news because I was hoping to get to Frozen soon after opening! Do you know around what time Frozen usually opens?

It should open at the same time as the rest of the park, so you can go straight there.

It's been years since I was at the park at opening for the rope drop, but they should let you into the Innoventions Plaza area, where there will be cast members designated for each attraction. Once the park officially opens, they'll lead their respective groups to their respective attractions in an orderly manner. If you get there shortly after everything officially opens, you should be able to just walk there yourself

As others mentioned, some areas are open before 11AM. But it's worth being there around opening. I'm not sure if they do this for every pavilion but the Mexico pavilion had a 5 or so minute pre-show before they opened that was very entertaining.
