I think she has to do that on the return because RDU does not have customs in the continental terminal. As I'm planning it, she's got a 2-hour connection in Newark to do all that. She may end up needing more time. Or, am I off base here? Thanks

If they do not then she unfortunately will have to. As far as combining the Itneraries the only way is to have the Airlines or Travel agent do it. I'll have a baggage answer in a few minutes for you.
