The first three things it says on the page are: "Purchasing tickets in advance Advance Passports Sales Locations Passports may be purchased in advance at the following locations. " and then it lists the locations. If it's not already clear, "Advance" means for other-than-same-day purchases. It could be for tomorrow, the day after tomorrow, or a date 6 weeks later. Any date from tomorrow until 2 months from now is eligible for ticket purchase at the windows in the above link.

But tickets at TDS Group sales closes at 3 pm and you have to visit the TDS Group Sales Window instead. Its clear to me now but before it was a bit of a mess with nothing written clear enough. But seeing that others understood it clearly, I will accept it was a miss understanding on my part. By the way it appears I can also reserve tickets online and pick them up at the Welcome Centre, which I may consider doing.
