Test Track is very loud, but it doesn't really affect anyone, because EPCOT is so spread out. Carsland will not be. It's a small confined area surrounded by a fake mountain range. The sound will have no place to go but down the main drag of Radiator Springs towards ToT and Hyperion. Test Track's entrance is painfully loud. Imagine an entire land with this constant noise from RSR, all day long. Personally, if the noise level in Carsland ends up exceeding the noise level just outside the TT entrance, that whole area will simply suck.

And I used to love the noise of Tomorrowland as a kid with the autopia cars, the sound of the monorail and it's horn, the rattling of the people mover, the screams of the Matterhorn, and the waterfalls on the sub lagoon - the sound and the kinetics mixed together were wonderful, and I am hopefuly of this in Carland too. About the heat issue, there will be some water in the attraction too, surely that will help.
