    We did it about 2 1/2 years ago so I don't know if it has changed. They had a show with Mickey and the gang and gave everyone honorary citizen badges. My little one loved it. After that, we stood in line and met Minnie. Sorry, I don't remember if the rides were open.

    Rides were open when we went. The presentation is pretty short and we were able to walk on the rides before toon town was open to the general public. They do close the gates when it starts so make sure to be on time:)

    I would HIGHLY recomend this if you have young children. the rides are open, but we used the time to meet all the characters - it's the shortest you'll ever see the lines to meet them! Our family was chosen as the honorary family of the day for the opening ceremony - it really was a magical experience!
