Even though he can buy your tickets and they have your names on them you can not use them unless you have the military ID of the person who bought them. They are pretty strict about the military ID holder being present when the vouchers are exchanged for the actual tickets, but after that you don't need to show the ID or be with the ID holder to get into the parks. We just went 2 weeks ago and they wouldn't let my brother-in-law into the park until my husband got to the gate to show his ID to them.
