Usually this is in the morning hours entering the Downtown Disney Station. Also in the evening, especially after the Fireworks, rides limited to Disney Hotel Guests only. They also have other restrictions. On a very busy day and only one Monorail available, you could find the Disney Hotel Guest limitation all day. Pretty much, if the queue gets too long, they make adjustments, One Way only for everyone, or One Way only for Hotel Guests.
