    Guess it's no worse than swimming in some lakes or oceans in the world, but something about that seems gross.

    most likely it's just markers where the "Wonderful World of Color" infrastructure is to be placed.

    They obviously have not dyed the water recently, probably due to this event. But still, the water just looks brown. Thought they would clean it up a bit more for the swimmers.
