Were they doing them at 9:25 during the holiday season? I'm not sure where you're getting that time from. That sounds more like a Summer showtme, for when the days are longer.

It really helps with crowd control on Main Street (all of the fireworks people have plenty of time to leave before the Fantasmic! people try to leave), so it's a nice change, but there's no way to keep this schedule year-round, since it's not dark enough in the summer at 8:40 to do the show.

They wanted it to make it virtually impossible for crowds to run from World of Color to Fantasmic, or vise-versa. Having the fireworks before the first fantasmic has definately improved crowd flow for the second show. I was there on an extremely busy day and watched the fireworks, got dinner during the first Fantasmic, and showed up for the second showing...walked right up to the edge and got to SIT in the front on the edge. That NEVER happens! So I think it's a smart idea having the fireworks earlier.
