The kiss can be found in a montage that features Seal's "Kiss From A Rose", appropriately enough....it's just after 3 minutes into the montage, but doesn't quite capture the feel of the film's moment. Best see the movie, I think. But, you will find plenty of other excellent nominees in there....many from films I've never seen. <---Off to get some ice water from EdisYoda's cart....

You could just technically break it down to how well the actors did their parts (drama class speaking), but I'd rather just go with that emotion. You can see George just thinking of how sweet her hair smells...you can see them both react to the nearness of each other...and then, when Mary can barely speak, the emotion is just so high...and then when George completely comes unglued.
