However if she was skipping the line then I think putting a limit on the use of her medical card is the right thing to do and if she wants to ride more than 4 times she should have to stand in line with everyone else.

When Disney limited the number of times she could use the "special" privilege she got abusive to the CM's and commenced cursing at them. That is when Disney escourted her out of the park.
