Do you suppose that SDL will participate in this program?

My first reaction was, no, that's silly. Then I read this:

"Only last month state media branded a group of mainland airline passengers “barbarians” after they scalded a Thai stewardess with hot water and noodles and threatened to blow up the plane during a flight from Bangkok to Nanjing."

WTH??? So, yeah, they should at least consider it.

Although China did a great "training" campaign to introduce Western manners before the Beijing Olympics, I would be surprised if they were able to get similar results at SDL, which will be open far longer and attract people from all over the country, rather than just one city

I would expect the opening of SDL to generate an enormous amount of international press attention, and the powers that be are going to be very much aware that any incident, such as underwear hung out to dry, or babies being tossed over the fence (as happened at HKDL and caught on camera) will be broadcast around the world.

Then there was the New Year's Eve stampede in Shanghai that killed 36 people this year due to poor crowd control by the authorities. I suspect that both Disney and city officials will be be on highest alert, especially around the opening, to keep things orderly and under control no matter how many people show up.
