I think even WDW would see it as a bad move to leave that spot empty for so long, since it is pretty much the focal point for Frontierland and Liberty Square, instead of just a nice backround and great attraction like 20K. The boat is too important to just get rid of.

I believe the ferry boat Joe Fowler was added to the ferry fleet later and was named for Fowler after the dry dock disaster, but I could be wrong.
