I do know that when we went last September on free dining they were already offering free dining to any one re-booking right then while on vacation. I can't tell you for sure they will offer it again, but it looks like a good bet. And, because I know that we booked about a week before we found out I was pregnant I remember very clearly that the special came out in mid April. If past history is any guide they will offer it first to Disney Visa holders, and then a week later to the wider public. When we booked, the very first morning it was available to the wider public, the Pop Century was already full, but all of the all stars had space (I'm sure that the moderates and the deluxes did too.) Here on the west coast I saw it advertised into early summer, so I would guess that they take quite a while to totally sell out. I have no idea how long it takes to sell out the bargin rooms (since I'm guessing that those go first).
