This all by itself encouraged people to actually use the trash cans without having to post signs that say "Use the Trash Can." The purpose of the trash picker uppers was not to pick up for the people who chose not to use the trash cans. (which they did...) But rather to keep the ground clean to encourage this "Use the Trash Can" message. An overstuffed or dirty trashcan sends a "Don't use me" message.
