Originally Posted By Darkbeer City Hall never admits to soft openings. It is basically a Hit or Miss situation. The purpose of soft openings is that guests are not expecting the ride to be open, so if the ride has to be closed to fix something (which usually happens whenever a new attraction opens (and in this case, the ride system is brand new). If you walk by the attraction, you should find a CM in the attraction entrance if they are planning soft openings. They will never tell you anything but, "The ride will not be avasilable today" or "The ride might be open to guests sometime today", they won't give a time frame. So you can ask, but don't expect too much information. They will also ask you to not wait near the entrance, but you can always go sit down across the Parade Route and watch for the queue to open.
