I think HK wanted the park to boost tourism and realized that it could not be built without their participation. To a certain extent the plan to sell <<at an appropriate time when it is in the overall economic interests of Hong Kong to do so>> shows optimism in the future of the park. They obviously think that they will be able to at least break even on their initial investment when they sell.
