Before the fireworks, at about 9, then again immediately before, you will see a white balloon float above the castle. This is to test the winds. And Disneyland doesn't cancel them..I believe it's the fire marshal who does.

DL on the other hand is in a fully developed flat urban area with almost no natural vegetation. There's a much less chance of an uncontrollable fire.
