A few years ago, I have seen WDS being evacuated during a major storm. It was at a time when there were construction fences everywhere (for Crush, Tower & Hollywood Blvd) and it was feared to cut be ripped apart by the winds and hurt guests. Visitors were evacuated via the park's main gate, but also backstage (a good deal of folks marched the backstage road from Animation Courtyard to Main Street)...
