I don't know if they tried having him, and it was just too abstract to make sense (it seems like a lot of the more abstract uses of water have been dropped since Steve's initial runthrough), but that seems like a fairly logical reason. A few of the things they do take a while to figure out (like the Cheshire Cat made of water), so it may have just not made sense in the test shows. For what its worth, they have a little show during the exit music that's pretty simple (all the fountains are turned up to about 5' and they do stuff with the lighting), but if you stay until the end, all the fountains turn off, except for a single orange fountain in the center, which then bows to signal the end of the show. It's a simple effect, but really cute. The idea of a fountain taking a bow is just really fun. It's a shame that he wasn't able to make it into the rest of the show, but Little Squirt's cameo appearance is pretty fun.
