I would guess that they're building it that way because that's where they have room. The 'east' side of the park (using DL orientation, since I'm not sure which way HKDL is oriented) has very little space left after the Autopia additions. Much of the 'north' side is taken up by it's a small world and the Storybook Theater, with an awkward-sized gap between them. That really only leaves the 'west' side for any real expansion. I don't think it's all bad, since that's how the original park expanded (with New Orleans Square and Bear/Critter Country). HKDL definitely has the advantage of a walkway that connects all the way around the river, so it won't have the dead end like DL. I think there will also be some more expansion space (for another land of a similar size) to the 'south' of the Grizzly area. That same area is still available on the 'east', but it's a little harder to access because of the location of Buzz Lightyear.
