If you ever view the transformation of the rafts from monkey to princess from either the hungry bear restaurant or the gap in the fence next to conestoga fries, you will notice that a) the barges make some pretty zippy maneuvers to get out of the way of the columbia and pull up to the dock in time and b) the barge also conceal two or 3 other techs (excluding the driver) who actually do the changing of the lamp posts and such. Since the changeover time is so brief, it would take too long for the crew to enter and exit the barge, so they just stay below, most likely acting as spotters as the barges float across the ROA. The lighting that is on the outside for the princesses was replaced will new LED lights in new patterns matching each princess, as before. It should look really good! Not sure if they barges themselves are brand new, or were extensively rehabbed during the downtime.
