Al Lutz did mention Paradise Bay being drained by late Nov. I can only assume with that drained we should see more construction around Paradise pier, specifically around the bay with projects like the Stinger and Ariel's Grotto. Though I could be wrong.

I also think it's being done to generate buzz for the upcoming changes. I expect some kind of over the top "celebration" plan will be revealed within the next year for the expansion that will tie in with DCA's 10th anniversary in 2011. The slow roll out of the details and execution of this project is 5% getting the details ironed out and 95% savvy marketing.

And why, well, Ariel's Grotto (Princess meal) closed early due to the Trick or Treat Party, so they took the Princesses out from the restaurant and sent them to interact with guests, basically sending them to the Carousel and then off "work".
