If it were up to me, I'd probably take down their identifying information, eject them from the park that day, and make it clear that if this happens again, the next time they'll get trespassed off the property and won't ever be allowed back.

It said that he was *killed*, not decapitated, and that his skull injury happened when his head hit the track, not something overhead has he stood up.
