They are located just outside of the turnstyles next to the gift shop and restrooms. Last time I used those, we had to rent the key from the nearby merchandise counter. I also believe you can rent wheelchairs and strollers from that same counter. However, given WDW's current staffing levels, it would not surprise me if these lockers are not being used anymore. But I think they are.
