In the old days, Disney sold admission and ride tickets separately, so if you only wanted to enter a park and not ride anything, you could do so rather inexpensively. But now you only have the choice of the full passports. For maximum flexibility, you will want to upgrade to passes that allow park hopping. You only need to pay the difference in price.
