(based on the 30 day rule). Disney has stated, once you receive your Voucher (aka complete your volunteer work ) they would honor it for the entire stated dates of the promotion. (Aka ends in mid-December and not valid on specific blockout dates). And if it is like the Birthday Fastpass deal, yes there are two sets of attractions, and the amount you get is decided based on the day's expected attendance. On a busy day, you get less "extra" FP's.

There are tons of people in the middle of the country who are volunteering, and are about an equal distance from DL and WDW, and we haven't heard any issues about which place they are able to use them at. That said, with the WDW ticket pricing , it may not be that much of an advantage to use it there. If you're going to be there for more than 3-4 days, the additional days only cost about $5 each. I believe you could also use it as the FP option (or the mouse ear figurine, whatever that is) with your multi-day ticket, but I'm not positive on that one.
