Another moderate choice would be the Palm and Fountain hotels which are owned by the OLC, they are fairly far from Shin-Urayasu station but offer shuttle service to the resort. There's also that weird hotel under the train tracks at Maihama station (Disney's location), but I'm not sure I'd recommend that...it's *literally* under the tracks! Hope that helps.

The Partner Hotels are the ones nearby but not at the resort, including four that you mentioned: Brighton, Oriental, Emion, and Palm & Fountain Terrace. All of those offer free shuttles to the parks that run throughout the day. Then there are the Good Neighbor hotels, which are actually in Tokyo. These also offer free shuttles, but since they're 30-60 minutes away, these shuttles only run during certain hours (such as to the resort in the morning only, and from the resort in the evening only). And there's your answer about Emion (I'm not sure a shuttle from Brighton or Oriental would be worth it, I think the train would be faster, at least to TDL...although it's free vs. the roughly $1.50 you have to pay for the train so there's that, too).
