That elevation is lower than most of the treetops, and many of the buildings (Carthay Circle is just under 80' tall) Most likely it was something being tested by Disney for an upcoming attraction/show (like the dragon for WDW's Fantasyland expansion opening), or some CM who wanted to test out their latest gadget from Brookstone
