If you go and want a true close encounter with an otter in the wild, go ocean kayaking in Monterey Bay. They tell you that, by law, you have to keep a certain distance from the otters. As hard as you might try to observe that law, the otters don't give a heck, and would happily climb onto your kayak for a free ride about the Bay.
