The first few designs of EPCOT did have a tall skyscraper-like building in the middle - before SSE was conceived. Have a peoplemover transfer guests from a side parking lot straight to the resort, and have their own central entry into the park.

But have it be one continuous resort spread all the way around, each section taking elements of design from each country. Have each country have their own entry into the park.
