There are a few things in the current redo that didn't happen like the revamp of the Hyperion Theater exterior, a new housing for King Triton's Carousel, and the queue structure for the Fun Wheel, so maybe those projects will come in a future development phase. I saw some conceptual drawings of the Anaheim Rapid Connection (ARC, an airport-like tram for connections between DLR, the convention center, and Angel Stadium) that involved a station at the Pumbaa site. Perhaps they're waiting for more details to be known on that project before proceeding. ARC is currently scheduled to open in 2016, so I would think they're almost to the point that Disney could start finalizing their plans too.

A sci-fi drive-in type eatery could be knocked up in no time flat. Or perhaps some kind of indoor 'film' type attraction that has a smaller overall footprint. So it wouldn't surprise me to see additions to Carsland in short order, once it opens, if only to help absorb crowds in the area.
