I'm not sure what it was last year, but I think it was around 5:00. I don't know if they have rules about adults wearing costumes during that time, since they're normally not allowed in the park, but they are for the party...

This was our first exerience with this event and we loved it. We went on the last night for 2007 and while it was sold out, it didn't feel crowded. There were no lines to speak of at the attractions and the fireworks and the parade are great.
