I do think a former minister of defense would know more than us, BUT I just don't get from this article that he does - to me it reads like speculation.

While I think there is a high probability of life outside our solar system, I think the probability of aliens visiting Earth is exceedingly low, given the difficulty of interstellar space travel. In my mind most UFO's are not extra-terrestrial, just unidentified.
