It's not clear if that means that part of the parade route inside the park will be blocked, or if it has to do with the backstage access roads. I suspect that once Rivers of Light opens, that will be the park's only large-scale outdoor entertainment; if there is another parade in the future (doubtful, given the park's layout), it will likely be a completely different one
