The Mine Train structure is completely unique, designed to look nothing like a building, which makes the construction process considerably slower. Look no further than the facades of the two rides (painted flat walls with some ducts and conduits vs completely undulating surfaces to mimic a mountain) to get an idea of how completely different these two projects are. Yes, Universal did go to great lengths to open Transformers in less than a year from its groundbreaking, but the relatively simple construction helped them along immensely.
