ClickOrlando.com reports Thomas Tolbert, while visiting Walt Disney World on vacation, was asked by Disney to change his attire and not pose for pictures for guests who requested. Tolbert looks like Santa Claus.

They didn't want guests to think we were street characters or something. We didn't want to go back to the hotel, because the park was ready to close its gates due to crowd capacity. We told them we'd immediately buy new clothes on Main Street if we could be invited in. They agreed to let us in, but a CM personally escorted us to each store (shirts, shorts, shoes, socks) until they confirmed we bought everything. Then they escorted us to a CM breakroom under the train station to change clothes, then escorted us to lockers to store our evening wear. (We we're irritated by this too much)

At the end of the day, people starting filing in the park wearing their tuxes and gowns. We put ours back on. Happy 2000 New Year!

He was signing autographs and not turning kids around who approached him thinking he was Santa... Disney did the right thing.

Based on his interviews, I have a feeling he is believing his own hype and wants to be treated like Santa Claus.
