This year it's almost the same, but it would appear it's ending a couple days earlier than last year. Also, Congress changed it a few years ago to add a few weeks in theory to save energy. Canada changed their laws to match. But, #9 implies that perhaps Mexico didn't change their rules, so if your computer is set to what used to be an equivalent Mexican time zone, that would explain the problem. Or, if you haven't updated Windows in a few years such that it doesn't have a patch for the law change, that would be another cause of your problem.
