<p>The <i>Orlando Sentinel</i> evaluates whether Walt Disney World's conventional transport systems, such as buses, ferries and monorails should be considered common carriers. Common carriers are held to much stricter safety standards than other businesses under the law.</p>

Disney transportation annually carries more people than just about any City in America. I'd argue that they should be held to the same standard of care.

If they are classified as a common carrier the liability factor, and the rules governing their operaton are much stricter. Disney knows exactly what they are doing, and why.

Let me quote from the ruling on the lawsuit brought about because of a supposed injury on the ToT. The ToT was ruled to not fall under the guidelines for common carriers.

It's all about money, and skirting safety issues.

I'd say they are doing whatever they can to try and prevent themselves from paying when they kill/maim/injure people because they have the money and power to do so.

I'd say they've done a great job in cutting safety corners ''in order to save time, energy and expense'' as you put it!

WDW's Monorail system should be looked at as transportation. But attractions such as Tower of Terror should not be held to the same standard. In attractions, you EXPECT stresses on your body. You are riding them for entertainment, not transportation.
