I'm not sure how he would have gotten there in that time period (it's a long way around Argentina), but I think he's been there since the attraction opened. Of course there are several hispanic villagers (like Carlos in the well and his wife in the window), but I don't think there are any black pirates. Come to think of it, I'm not sure there are really many black AA's anywhere in Disney parks. Frederick Douglass is in the American Adventure, and there's a lady with a huge afro looking at a 70's computer in Spaceship Earth (added in the most recent redo of the ride), but I can't think of any others. With the wide variety of people represented in AA form, it is a little surprising that there aren't more black ones; other races seem to be far more prevalent, and it's not an exclusively white AA landscape.
