It also looks like they will be staying for a while, as it would be a lot easier to install the characters (especially Tinkerbell at the top) after they have been removed instead of doing it while they are up there. It would also make sense to do them at the same time. If they are going to keep them up long term (which it looks like they are), then I think they should really try to make it a more permanent looking solution that is better to look at during the day.
