They will actually pick you up and take you to the main center for ticket processing, so you might be able to pay the day of your tour. Call when you arrive, and let them tell you your options. So hotels do offer a tour desk, though I don't think the Carousel does, so Gray Line should be able to tell you the nearest desk if you prefer to do it that way.

But without a car, I do not think there is much choice. Samething with Sea World. If you are able to drive in the states check out Eurocar - I rented a luxury car, for 10 days from San Francisco, including gas and a drop off in Fullerton (3 miles from DL) for £239. Totally worth it!
