It merely means that only a percentage of the seats on the airplane are sold at the fare being offered. It's also standard industry practice to oversell flights, as sometimes people don't show up. But if everyone shows up and there are more passengers than there are seats, obviously not everyone will be able to fly. In that case, they will ask for volunteers to take another flight, usually compensating those passengers in some way. Sometimes though, they don't get any volunteers, and someone is forced to take another flight.
