Instead of having to hire the real Tinkerbell (she can be quite tough to book much of the time), they will simply build a set, and let you take a picture with a speck of dust floating around. That way, they save on the booking fees through Tink's agent and the cleaning costs, since they want a little (pixie) dust.

Of course you have a point that--in order be even be able to SEE certain characters--a bit of magic needs to be performed to make them 'grow'. But if we want to get really techincal about it, we've all seen the thee faries from Sleeping Beauty (in fairy form, not the wing-less human version) as full-human-sized. In the Parade of Dreams, they are even dancing with the Fairy Godmother and the Blue Fairy, both of whom are supposed to be human-sized. I'm sure it will work out just fine, but it will be a little strange getting used to at first. (Heck, why are Mickey, Pluto, Baloo, and Dopey all the same size while we're on the subject?)
